Ray Haffner (very likely is Red John) had Bob Kirkland to handle Lorelei Martins case. Red John offered Patrick Jane a friendship and told Patrick Jane to kill Lisbon but that didnt happen then Ray Haffner offered Lisbon to work with him. He certainly wanted to do something to Patrick Jane through Lisbon. Ray Haffner works at CBI, he can likely have connection with member of FBI, Homeland Security, CSI, and with Sherrif.
