This is not the first time birds are featured, pigeons in particular. & rewatch that section, it's too odd. The camera zooms in on the hands and the shoes of the Pigeon lady. The time frame seems to be after the meeting with Bertram, Smith, and McCallister; therefore, I believe it's got to be... Stiles!
