I do think that red john has a 3 dots tattoo, I just think it's different from the other ones. While McAllister's, Bertram's and Smith's tattoos are horizontal, Kira drew for PJ a vertical 3 dots tattoo. 

I think that all Red John's "friends" have horizontal tattoos, while there is only one with a vertical one and that one is rj.
