Sean Barlow told jane, that Barlow's are real psychics, not like Jane's...then he told him that RJ is also a real psychic, thats why he was always one steep ahead.It looks to me that Bertram looks like Sean Barlow, maybe they are brothers our something..
Also the first time Bertram and Jane met...Bertram call Jane "Wonder boy" the alias from he's past...It seem like Bertram knows to much about jane...maybe thats the way he discovered the happy memorie.
Also the season 3 finale, make look very suspicious about Bertram...
