Bruno Heller said you can trust the list but did not say which list. Judge Manchester is on the list of suspects that could be on the list of seven. He is on there.

Why I choose Judge Manchester? Jane dropped his mug by purpose and gave the plate and tapped the FBI leaders arm so he could get that peice of paper. The peice of paper signed by a judge giving them permission to close the CBI. That judge is Judge Manchester which Jane soon finds out. It's Judge Manchester who is calling the shots. He is Red John.
